CHIEF JUSTICE SYARIFUDDIN DELIVERS KEYNOTE SPEECH IN INTERACTIVE DIALOGUE OF VIRTUAL LAUNCHING DIRECTORY OF SUPREME COURT DECISIONS VERSION 3.0

Jakarta – Public Relations: Chief Justice of the Supreme Court Dr. H. M. Syarifuddin, S.H., M.H., delivers the keynote speech on “Judiciary Modernization: Contribution of Judiciary to Realize Developed Indonesia” on Wednesday, August 19th, 2020 at Command Centre of the Supreme Court. This interactive dialogue is in a frame of virtual launching Directory of Supreme Court Decisions version 3.0.

This Chief Justice speech also listened virtually to other speakers namely Prof. Dr. Syamsul Maarif (the Supreme Court’ Justice), Dr. Edmon Makarim (Associate Professor of telematics law, University Indonesia), Prahesti Pandanwangi (Direktor of Law and Regulation Ministry of the National Development Planning Agency), Ahmad Fikri Assegaf (Assegaf Hamzah & Partners), Asfinawati (Chairman of the Indonesian Legal Aid Foundation), Prof. Dr. Yohanes Sogar Simamora (Profesor of Law Faculty in University Airlangga).

At his keynote speech, the Chief Justice says that the first idea of building a system of decision directory is to realize transparency of public information by the judiciary, due to transparency is public demand as public institution’s responsibility to people.

In the beginning, the system only contains Supreme Court Decisions, then in 2011, a decision directory system was developed by providing access to court officials throughout Indonesia to upload their decisions to the Decision Directory of the Supreme Court. Since then, the Decision Directory has been transformed into the National Decision Data Center. Increasing the capacity of the decision directory is also to assist judges, especially Supreme Court Justices in building a consistency of decisions and unity in law implementation within the framework of the chamber system in the Supreme Court.

Besides, Syarifuddin says that judicial reform is touching many procedural aspects which are considered as one of the causes for the prolonged handling of cases in the judiciary. The changing of this aspect is done trough the digitalization of procedures both in case administration and judicial technic, these create the kind of familiar terminology in academia and legal practitioners such as e-court, e-litigation, case tracking system as well remote hearings.

In Blue Print of Judiciary Reform, the judiciary must build information management that guarantees accountability, credibility, transparency, as well as become modern organization based on integrated information technology to support realizing a Noble Indonesia Judiciary. Efforts in this direction have been carried out in stages starting from renewal and supporting functions, for example through the National Data communication application (Komdanas), the State Property Management and Accounting Information System (SIMAK-BMN), the Information System for the Equipment of the Supreme Court of the Republic of Indonesia (SIPERMARI), to the technical modernization of cases including the system of Decision Directory, Case Tracking Information System (SIPP), Electronic Courts (e-court) and Electronic Litigation (e-litigation).

At the end of his remarks, the Chief Justice says to all participants “have a great interactive dialogue”, he also hopes this dialogue can give a positive contribution to the development of national law.

This virtual interactive dialogue followed by Justices, Official Echelon I and II, Leaders of First Court and Appellate Court from four judiciaries all over Indonesia, and the delegations from Ministries and Institutions. (Public Relations) (Translator:azh/Editor:RS)
